Recreation Advisory Board
Colebrook Recreation Department Philosophy:
It is the philosophy of the Recreation Department of Colebrook to maintain a safe, friendly, and entertaining environment for all involved in programs. These programs are designed to expose participants, regardless of ability, to the benefits of organized sports and activities.
RECREATION:
1. refreshment by means of some pastime, agreeable exercise, or the like
2. a pastime, diversion, exercise, or other resource affording relaxation and enjoyment.
3. Refreshment of one's mind or body after work through activity that amuses or stimulates; play.
Article I: The name of this organization is the Colebrook Recreation Department Advisory Board
Article II: The Objective of the Advisory Board
A. To advise the Recreation Director in the planning and evaluation of year round recreation facilities and programs for all age groups and for all residents of Colebrook and the surrounding communities.
B. To encourage coordination of the recreation activities provided by other local organization with that of Colebrook Recreation Department so as to provide a unified recreation program.
C. To interpret the recreation program to public officials and to the general citizenry.
D. To encourage the appropriation of adequate funds to carry out a program that will meet the expanding needs of the community.
Article III: Membership
A. The membership of this board should be composed of a minimum of five Colebrook Residents with five members having voting rights. With a Chairperson named by the Board.
B. The Advisory Board should be composed of a diverse cross section of the community interested in the objectives of the Advisory Board and in contributing to its support.
C. After recommendation by the Advisory Board and the Director, each member will be appointed by the Board of Selectmen for a 3 year term beginning September 1. Terms shall be staggered so that two expire each year.
D. The Advisory Board will meet regularly from September through June on the first Wednesday of the month.
E. In the event of resignation, death, inability to serve, removal from the voter checklist, or 3 consecutive meeting absences, the Chairperson shall recommend to the Board of Selectmen a community member to fill the vacancy for the unexpired term.
F. When a term expires the individual has the opportunity to return to the board. The Advisory Board will inform the Selectmen if they believe the individual should be re-appointed. The member would return to the board as a non-voting member for one year.
Article IV: Meetings
A. The Director shall produce a written agenda for each regular Advisory meeting. Members with items for the agenda shall submit them to the Director prior to the day of the meeting. The Director shall add items that may arise in the interim period before the meeting
B. Four members constitute a quorum at any regular or special meeting.
C. All monthly meetings are open to the public and shall be posted appropriately.
